Policy objectives: As required by State law, public hearings are required in order to assess the <br />cost of public improvements. The proposed assessments have been prepared in accordance with <br />Roseville's assessment policy previously adopted by the City Council. <br />Financial Implications: A detailed assessment roll will be presented at the assessment hearing <br />for each project. All projects will be financed using a combination of special assessments, PNIl' <br />bond funds, ta�� increment financing utility funds, developer funds, and miscellaneous funds where <br />appropriate. <br />Schedule: The 2001 assessment process for 2000 projects is scheduled as follows: <br />August 13 <br />August 27 <br />September 4 <br />September 7 <br />September 24 <br />October 8 <br />Oct. 9 to Nov 7 <br />Nov. 7 to Nov 9 <br />November 9 <br />Resolution declaring costs to be assessed, ordering preparation of <br />assessment rolls <br />Resolution receiving assessment rolls, setting hearing dates <br />Notice of hearing published in the Roseville Review <br />Mail notices to affected property owners <br />Assessment hearings <br />Hearing date for final adoption of assessment roll <br />Prepayment of assessments (3 0 days) <br />Ta11y of final assessment roll <br />Certification of assessment rolls to Ramsey County <br />RECOMMENDED COUNCII, ACTION <br />Approval of resolution receiving assessment rolls and setting assessment hearing date for <br />September 24, 2001, for 2000 projects to be assessed. <br />Prepared by: Deb Bloom <br />
