NOTICE OF HEARIlVG ON ASSESSMENTS <br />FOR 2000 IMPROVEMENTS <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br />CITY PROJECT P-SW-99- 14 <br />NOTICE IS HIItEBY G1VEN that the Council of the City of Roseville, NTinnesota, will meet in <br />the Council Chambers of the City Hall, 2660 Civic Center Drive, in said City on Monday, <br />September 24, 2001, at 7: 15 o'clock p.m. to hear, consider, and pass upon any and all written or <br />oral objections which may be offered with respect to the proposed special assessments for 2000 <br />improvements. The Council may adopt the proposed assessment at the hearing. <br />The proposed assessment roll is now on file and open to public inspection by all persons <br />interested in the office of the City Manager. The entire amount assessed against each parcel of <br />land will be payable, unless prepaid, in fifteen (15) equal consecutive annual installments, the first <br />of such installments to be payable with general taxes levied in 2001, collectible with such taxes <br />during the year of 2002. The first installment will be payable with interest at the rate of 6.0 <br />percent per annum on the entire assessment from the date of the resolution levying the same to <br />December 3 1, 2002, and each subsequent installment will be payable with one year's interest at <br />said rate on a11 unpaid installments, except that no interest will be charged if the entire assessment <br />as to any parcel is paid at the office of the Treasurer within thiriy (30) days from the date of <br />adoption of the assessment roll. <br />LARPENTEUR AVENUE STREETSCAPE AND RECONSTRUCTION: <br />CITY PROJECT P-SW-99-14 <br />The general nature of City Project P-SW-99-14 now being assessed is for the installation of <br />concrete curb and gutter, concrete paving concrete sidewalk, drainage, sanitary sewer service <br />repairs, landscaping streetscape elements, and necessary appurtenances. <br />The total cost of the improvement is $6,278,303.85 <br />TI� FOLLOWING IS THE AREA PROPOSED TO BE ASSESSED, ALL THAT PROPERTY <br />ABUTTING THE FOLLOWING DESCRIBED STREETS. PROPERTY IDENTIFICATION <br />NUMBERS AS FOLLOWS: <br />14-29-23-33-0040 <br />14-29-23-33-0065 <br />15-29-23-43-0033 <br />15-29-23-43-0034 <br />15-29-23 -43 -003 5 <br />15-29-23-43-0037 <br />15-29-23-43-0038 <br />15-29-23-43-0059 <br />15-29-23-43-0062 <br />15-29-23-44-0065 <br />15-29-23-44-0066 <br />15-29-23-44-0067 <br />15-29-23-44-0068 <br />Oral or written objections by any properiy owner will be considered at the hearing. <br />An owner may appeal an assessment to district court pursuant to Minnesota Statute § 429.081 by <br />serving notice of the appeal upon the Mayor or Manager of the City within 30 days after the <br />adoption of the assessment and filing such notice with the district court within ten (10) days after <br />service upon the Mayor and Manager. No appeal may be taken as to the amount of any <br />assessment adopted unless a written objection signed by the affected properiy owners is filed with <br />the City Manager prior to the assessment hearing or presented to the presiding officer at the <br />hearing. <br />
