CITY OF ROSEVILLE <br />ETHICS COMMISSION <br />. HOW TO MAKE COMPLAINTS <br />. HOW THE COMMISSION HANDLES COMPLAINTS <br />l. Purpose of These Procedures <br />In July, 1990, the Roseville City Council adopted a Code of Ethics for Public Officials and <br />created the Roseville Ethics Commission ("Commission"). The Council's Ethics Resolution <br />No. 8593 is attached to these procedures. <br />Under the Ethics Resolution, the Roseville Ethics Commission is to: <br />• investigate ethics complaints that people may make against public officials as defined in the <br />Ethics Resolution, except complaints against department heads and assistant department <br />heads <br />• recommend to the City Council what the Council should do when a complaint has been made <br />These procedures explain how to make a complaint to the Roseville Ethics Commission and how <br />the Commission will handle the complaints it receives. <br />(The City Manager is responsible for receiving and investigating ethics complaints against <br />department heads and assistant department heads.) <br />IL Complainant and Respondent Defined <br />As used in these procedures: <br />"Complainant" means a person who makes a complaint to the Commission. <br />"Respondent" means the person the Complainant is complaining about. <br />III. How To Start The Complaint Process <br />A. Who may make a complaint? <br />1. Any person 18 years or older may make a complaint to the Commission. <br />
