LS

July 30, 2001
Ms Connie Pease
Chair
Roseville Ethics Commission
2660 Civic Center Dr.
Roseville, MN 55 113
Dear Ms Pease
Your letter of July 17,200 1 asked for a response to 5 questions. I reviewed those questions and hae
prepared responses accordingly.
1. Were public f'unds used and if' so, to what extent? Did you bill the City f'or your time?
No out of pocket expense was incurred. I did attend the meeting during normal business hours, but as
usually happens, I completed any work normally done during the day during time taken from me
personally, I did not bill the City for any time.
2. Did you seek an expense reimbursement?
No.
3. Under what public authority were you acting
I attended the meeting willingly at the invitation of the City Manager. My authortity would hae been
that he had made a reasonable request and as senior staff for the City, I saw no reason to not join him
in the meeting.
4. Did you go as representative of' Roseville or in some other capacity?
I attended as a member of Roseville staff and therefore assumed I was representing the financial
interests of the community by doing so.
5. Who accompanied you'!
To the best of my recollection, Dean Maschka, Steve Sarkozy, Joel Jamnik and myself were in
attendance from Roseville.
Thank you for your patience.
Sincerely
'z . r.t,/

Edward L.
