NARRATIVE <br />Mission and History- <br />. The City of Roseville Parks and Recreation Department has been-in existence since the <br />early 1960's and has been a partner and supporter of the arts since its inception. During <br />the past 5 years, the Department has taken an active role in the organization, <br />development, facilitation and sponsorship of various art organizations and specific <br />programs. Specific programs and their approximate expenditures over the five year period <br />include: <br />-art classes-$2,500 <br />-art show-$2,000 <br />-summer theater-$5,000 <br />-traveling troupe-$4,000 <br />-Vietnamese touring group- $500 <br />-men's chorus-$1 ,000 <br />-youth dance program-$10,000 <br />-community play-$5,000 <br />"Keep Roseville Singing"-$1 ,000 <br />-after school music program-$4,000 <br />-youth art camps-$1,000 <br />In addition, the department initiated the development of the Roseville Area Arts Council <br />and the Rosetown Playhouse, community theater. The department underwrites the cost of <br />support service and performing art spaces for these and other art organizations. <br />The City of Roseville believes that the quality of life in a community and the appreciation <br />for and respect of individuals is directly improved through arts participation and/or art <br />audience involvement. <br />. Community involvement in the development of art activities has included the following: <br />o response to a call for the development of an Art Council <br />o response to a request for proposal for the creation of a script and production for a <br />community theater production for the City's 50�h Anniversary. <br />o the creation of a planning committee that developed a year long promotion entitled, <br />"Keep Roseville Singing". <br />o proposals by community members for art classes. <br />o the creation of a committee to develop a public art space program <br />o the creation of a committee to explore the feasibility of an Arts Commission for the <br />City of Roseville. <br />Community Need/Support <br />. Roseville is a first ring suburb of Minneapolis/St. Paul (only city to physically border both <br />metro cities) with a population of 34,000. We are a middle income community of 15 <br />square miles. The 2000 census has shown that the minority population has grown from <br />5% in 1990 to 10.5% in 2000. The median age has risen from 32 to 41 in the last 10 <br />years. <br />
