Diversity and Access <br />. In recognition of Roseville's growing cultural diversity and aging residents, it is important to <br />-expand awareness of the artistic contributions of these cultures, Roseville Parks and <br />Recreation is planning a cultural arts fair in conjunction with the Roseville Human Rights <br />Commission. The nature and scope of this project are yet to be determined. In April of <br />this year, Roseville Parks and Recreation and the Roseville Area Arts Council co- <br />sponsored a concert by KhaC Chi, a Vietnamese traditional music ensemble. The year <br />before, they collaborated on a Festival of Scottish Music. Grant monies could help finance <br />more concerts like this featuring cultural diversity. The goal is also to increase <br />interqenerational contact between qroups. <br />We would like to see all segments of the community more involved in community arts. <br />Perhaps one group in particular are those, regardless of racial/ethnic, cultural, age, <br />gender, physical disability or other classification, who are going outside the community for <br />artistic experiences because they don't think of them as being available in Roseville. This <br />is largely a publicity/marketing undertaking that access to additional funds could finance. <br />Roseville Parks and Recreation will specifically develop a roster of artists with age and <br />ethnicity classifications as a result of this project. <br />Artistic Quality and Merit/Challenge <br />. We have no community definition of art. Roseville Parks and Recreation and the Roseville <br />Area Arts Council have invested their efforts in organizing activities and events that fall <br />within a aenerallv acceqted definition of "art." <br />From these groups viewpoint, if an arts activity occurs, it is a success. Criteria exist, but <br />within aenerallv acceqted qarameters - artistic. audience levels. financial feasibilitv. etc. <br />ing New Municipal Funds For the Arts <br />The budgetary process of Roseville Parks and Recreation is the mechanism that will be <br />used at this time. They are involving the Roseville Area Arts Council and the Roseville <br />Human Rights Commission along with others to develop their plans for grant projects. <br />Long Term or Significant Benefits <br />. The Roseville Parks and Recreation Commission plans to involve the Roseville Human <br />Rights Commission in planning and carrying out a cultural arts fair in Roseville. As <br />advisory committees of the Roseville City Council, these Commissions have a unique <br />opportunity to put community arts on the City Council's agenda. <br />Such things as recognition, access to public space, cooperation, indirect support, etc., are <br />among the most valuable contributions a municipality can make to the arts. Direct <br />municipal sponsorship is valid for some arts activities, but a climate of artistic freedom is <br />far more valuable than X amount of dollars. The City of Roseville is in the planning <br />stages for a new community center and a goal is to include art spaces in this building. <br />This project will help bring visibility to the viability and interest in arts in the community. <br />3 <br />
