City Council Minutes — 08�27�� 1 <br />DRAFT Copy Page 4 <br />suggestions to MnDOT staff. Robert Morgan, 2218 West Highway <br />36, asked for improved MnDOT communication. David Nelson, <br />2280 West Highway 36, commented about light readings and the <br />winter situation with the new lighting. Tom Dunwell, 2253 St. <br />Croix, commented about MnDOT communication with the City and <br />its residents, suggested MnDOT remove some fixtures and install <br />new lenses on the remainder. Frank Pafko promised a clean and <br />complete demolition, to meet with area residents, and to use <br />Roseville lighting standards as a guidance. Roll Call, Ayes: <br />Klausing, Mastel, Goedeke, Maschka and Kysylyczyn. Nays: none. <br />F-3 Kysylyczyn asked about citizen notification. Mastel asked about <br />damage to citizens' property. Klausing asked about contractor delay <br />penalties. Goedeke commented about citizen notification. Klausing <br />moved, Goedeke seconded, to table to the next meeting. Roll Call, <br />Ayes: Klausing, Mastel, Goedeke, Maschka and Kysylyczyn. Nays: <br />none. <br />C� <br />H. <br />Recognitions & Announcements <br />Hearings <br />H-1 Mayor Kysylyczyn opened public hearing. No members of the <br />public were present to speak about the budget. Mayor closed public <br />hearing. Goedeke commented about TIF. Mastel commended <br />Burrell about his work on the budget. Mayor Kysylyczyn <br />commented about traffic safety and law enforcement, fire safety, <br />Vista 2010 and neighborhoods and the Roseville budget process. <br />Maschka moved, Mastel seconded, to approve the budget resolution <br />for 2002 in the amount of $38089,474. Roll Call, Ayes: <br />Klausing, Mastel, Goedeke and Maschka. Nays: Kysylyczyn. <br />Extend Working Hours <br />Contracts A & B <br />Resolution 9924 <br />2002 Budget <br />Goedeke moved, Mastel seconded, to approve a resolution Resolution 9925 <br />establishing a tax levy of $8922,884 for 2002. Roll Call, Ayes: Establishing Tax Levy <br />Klausing, Mastel, Goedeke, Maschka and Kysylyczyn. Nays: none. For 2002 <br />Goedeke moved, Maschka seconded, to approve the resolution for Resolution 9926 <br />decreasing the 2002 debt levy. Roll Call, Ayes: Klausing, Mastel, Decreasing the <br />Goedeke, Maschka and Kysylyczyn. Nays: none. 2002 Tax Levy <br />H-2 Mayor Kysylyczyn opened the public hearing. Applicants were <br />present. Welsch made a report. Goedeke and Mastel asked about <br />the tax-exempt status of the property.
