REQUEST FOR COUNCIL ACTION
Department
Item Description
BACKGROUND
Manager Approval:
Date: 09/24/O1
Item No.:
Agenda Section:
Hearings
Approval for LLEBG (Bureau of Justice Assistance Grant Money)
Available to law enforcement agencies for the purpose of reducing crime and improving
aublic safety (i.e., development of crime impact teams)
The United States Bureau of Justice Assistance makes available a specified amount of money
to local law enforcement agencies for the purpose of reducing crime and improving public
safety. The Roseville Police Department has applied for and received an allocation of $15,461
from the LLEBG 2001 grant allotment. The LLEBG 2001 grant expenditure period is 10/1/2000
through 9/30/2002. The LLEBG grant money allows the department to pay police and related
support staff overtime incurred in problem oriented policing and crime impact teams-teams
that were formed with LLEBG funds.
The police department has formed for crime impact teams: auto theft/theft from auto, motel
surveillance, traffic detail, and alcohol/tobacco compliance. The teams consist of off-duty
officers who target specific crime problems and/or specific crime areas. Officers determine
crime target areas based on prior street experience. Chief Paul Wood directs the program and
Lt. Rick Mathwig coordinates and authorizes the activity of the various teams. The teams have
been eremely well received by the Roseville officers-with a participation rate of close to 50%
of the staff.
FINANCIAL OBLIGATION
The LLEBG supplements the overtime budget for the police department. The police department
is required to provide matching funds equal to one-ninth of the federal appropriation. For
LLEBG 2001 this amount would be $1,718. The City will receive the grant money in a lump sum
deposit that will be placed in an interest bearing account. The account is drawn down as needed
until the expiration of the grant.
STAFF RECOMMENDATION
Authorize acceptance of the grant under the terms and conditions described herein, and permit
the appropriate public input.
COUNCIL ACTION REQUESTED
Allow public comments on the acceptance and use of the LLEBG money, thereby meeting
public hearing requirements, and authorize the City Manager to accept the grant of $15,461.
