REQUEST FOR CITY COUNCIL ACTION <br />D A T E: 09/24/Ol <br />ITEM NO: I-1 <br />De��ent Approval: � r A roved: Agenda Section: <br />� LAND USE <br />Item Description: Roseville Mobile Home Park: Planned Unit Development Concept Plan <br />for Rezoning from "R 2 Two Family District and from `B-3" Retail <br />Business to "R-PUD", a Residential Planned Unit Development, 2599 <br />Lexington Avenue (PF 3225) <br />PREVIOUS ACTIONS AND UPDATES <br />A meeting was held in 7uly with representatives of the residents in which "troublemaker" <br />residents, future plans for the entire Park, and plans for more new double -wide units and <br />an improved play area were discussed. (See attached summary) <br />The outline of a new five year plan was submitted in September, 2001. This plan <br />proposes a minimum of 4 new double-wides and 2 single-wide units, and eventually <br />replacing up to 20 rental units owned by the park owners along Rose Place. They <br />will either complete the installation of the 4 RV units or make the spaces adaptable <br />for permanent units. During the five year period they will also upgrade the existing <br />road surface and parking pads. At least 15 more parking spaces have been <br />identified and will be constructed for off-street parking. A playground and picnic <br />benches will be installed. Street signage and units numbers will be replaced and <br />made more readable. The garbage dumpsters will be fenced and/or screened. <br />Evergreens plantings will be done along the boulevards. Utilities will be upgraded <br />continuously. Permits will be sought where required. The owners have made some <br />progress with moving the code defcient units and difficult residents (See the <br />attached plan.) <br />The Roseville City Council, on Monday, May 14, 2001, approved of the request for a temporary <br />permit to relocate four seasonal recreational vehicles to the southwest (rear) portion of the <br />Roseville Mobile Home Park as follows: ".. approved a temporary seasonal recreational vehicle <br />(R� permit for four pads to be located in the southwest comer of the Mobile Home Park, subject <br />to utility and life safety Code compliance; with the seasonal permit to expire on November 15, <br />2001, at which time the four RV units will be removed from the site or adhere to the requirements <br />of the Planned Unit Development zone". <br />On May 2 1,200 1 the City Council tabled two items until after the Mobile Home Park owners <br />meet with the Park residents to explain future renovation plans. <br />The items tabled on May 2 j st included: <br />. a FIRST READING of a zoning amendment from the e�sting `B-3" (General <br />Business) and "R-2" (Two Family) zoning districts to a mixed use residential <br />planned unit development (R-PUD) with an underlying zoning of "R-8" (Mobile <br />Home Park) which allows a mix of manufactured housing traditional housing <br />and limited seasonal recreational vehicle parking and accessory uses within the <br />Roseville Mobile Home Park Plan (092401) Page 1 <br />
