EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota, was held on the 24th day of September <br />2001, at 6:30 p.m. <br />The following members were present: <br />and the following were absent: <br />Council Member introduced the following resolution and moved its adoption: <br />RESOLUTION NO. <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br />ADVENT LUTHERAN CHLTRCH, 300o HA.MLINE AVENUE. <br />ALLOWING CONSTRUCTION OF A 1,200 SQUARE FOOT ACCESSORY BUILDING <br />(PF3340) <br />WHEREAS, Advent Lutheran Church, 3000 Hamline Avenue, an R-1 Zone, has <br />requested a conditional use permit to construct a 30-foot by 40-foot ( 1,200 square feet) accessory <br />structure; and <br />WHEREAS, in accordance with Section 1004.01 A4 of the City Code in order to <br />construct the requested 1,200 square foot building, a variance and conditional use permit must be <br />obtained; and, <br />WHEREAS, under Section 1004.0 1 A4 of the City Code, Requirements for Increasing <br />MaYimum Size of an accessory building, the following criteria must be addressed: <br />l. Impact on traffic; <br />2. Impact on parks, streets and other public facilities; <br />3. Compatibility of the site plan, internal traffic circulation, landscaping and <br />structures with contiguous properties; <br />4. Impact of the use on the market value of contiguous properties; <br />5. Impact on the general public health, safety and welfare; and <br />6. Compatibility with the City's Comprehensive Plan <br />WHEREAS, the following has been concluded regarding the proposal and the criteria in <br />Section 1004.0 1 A4 of the Roseville Zoning Code: <br />A. The proposed detached accessory building will not create additional traffic nor <br />the need for additional public facilities. <br />B. The detached accessory building can be partially screened by placing appropriate <br />landscaping around three sides of the structure. The sides of the accessory <br />building can be modified with windows to minimize the mass of the building. <br />C. The detached accessory structure will not have an impact on the market value of <br />contiguous property. <br />D. There appears to be no impact on general health, safety, and public welfare. <br />E. The project complies with the Comprehensive Plan designation (via the CUP and <br />variance process) as a Low Density Residential use. <br />
