This continuance will a11ow staff time to � <br />�_.�._��..�....___... �,,.,�..w.,,w��., <br />investigate and make recommendations regarding any objections and questions raised at the <br />September 24,200 1 hearings. <br />All the projects have been completed in accordance with the plans and specifications and there <br />are no major problems with construction according to our final review. <br />Policy objectives: The assessments ha�e been calculated in accordance with City assessment <br />policy. A summary of the assessment pol� as it would pertain to these improvements is <br />attached. ����,�� � ,"" �" � <br />Financial Implications: These projects ha�e been financed using a combination of special <br />assessment improvement bonds, utility funds, and other outside funding sources. Financing for <br />the individual projects is consistent with past City policy and practice. Attached for Council <br />review are summary sheets for the entire assessment program and individual projects. Projects <br />are listed by project number and include a summary of construction costs, assessable units, and <br />total proposed assessment rates and outside funding. <br />Schedule: The following is a proposed schedule for 2001 assessments: <br />September 24 <br />October 8 <br />Oct. 9-Nov. 7 <br />November 9 <br />Council conducts assessment hearings and continues final adoption <br />until October 8, 2001 <br />Council adopts assessment rolls for 2000 construction projects <br />Assessment pre-payment period at Roseville City Hall <br />Certification of final assessment rolls to Ramsey County <br />Staff recommendation: Staff recommends that final adoption of the assessment rolls be <br />continued to the October $, 2001 City Council meeting to a11ow staff time to research questions <br />and objections raised at the initial hearing. <br />
