Department Approval: <br />�� <br />REQUEST FOR COUNCII, ACTION <br />1�Tanager <br />� <br />Reviewed <br />' ..�, <br />DATE: 9/24/0 1 <br />ITEM NO.: H-1 <br />Agenda Section: <br />Eearings <br />Item Description: Public hearings for special assessment rolls for 2000 improvement projects <br />Background: On August 27, 2001, the City Council set a date to hold public hearings for the <br />purpose of establishing special assessments for various improvements which were constructed <br />last year. Assessment rolls for the projects will be considered at public hearings to be held <br />September 24, 2001. It is suggested that the public hearings be conducted according to the <br />attached agenda. <br />At the assessment hearings, staff will ha�e a�ailable specific information for each of the projects <br />to be assessed. Information will include a description of the project, project financing and a <br />discussion of typical assessments for properties benefiting from each of the improvements. Staff <br />will summarize the City assessment policy and how it has been applied to each particular project. <br />Engineering Department personnel will be a�ailable in the engineering conference room during <br />the hearing to answer specific questions that properiy owners may have regarding how individual <br />assessments were calculated, how front footage was determined, and how payments for <br />assessments can be made. <br />It is suggested that if properiy owners ha�e individual complaints about the quality of <br />construction as part of the project or specific information about project deficiencies, these should <br />also be referred to the Engineering Department personnel in the conference room during the <br />hearing. These will be addressed by staff and resolved prior to the time that the Council <br />considers adoption of the final assessment roll on October 8, 20Q 1. Typically, these kinds of <br />complaints relate to quality of finished construction and are covered under the one-year contract <br />warranty period. During the past several weeks, we ha�e been working with last year's <br />Pa�ement Management Program contractors in an attempt to resolve most of these minor clean- <br />up and construction correction items. Correction of these types of problems should not delay the <br />adoption of assessment rolls. <br />Projects to be assessed are as follows: <br />• Citv Project P-S W-99-1 4: Larpenteur Avenue Streetscane and Reconstruction <br />.
