PROPOSED CONSTRUCTION <br />Project P-SW-99-14 <br />Larpenteur Avenue Reconstruction and Streetscape Project <br />Ramsev Countv Roadway Reconstruction (Arona Street to Oxford Street� <br />Ramsey County's proposed reconstruction is a continuation of their overall effort to <br />reconstruct Larpenteur Avenue from T. H. 280 to Dale Street. The work proposed in <br />2000 is from Arona Street (just east of Snelling Avenue in the City of Falcon Heights) <br />to O�ord Street (just east of Le�ngton Avenue). The portion of this project abutting <br />` Roseville is between Hamline Avenue and �ford Street. <br />Generally, the project involves the replacement of the e�sting 4-lane concrete roadway <br />with a new 4-lane concrete roadway. Minor geometric changes will be made at <br />intersections to improve safety and traffic flow. In addition, minor adjustments will be <br />made to the exiting storm sewer system to match the new roadway. <br />Special Considerations <br />Roadwa� Width <br />Originally, Ramsey County proposed to widen Larpenteur Avenue by appro�mately <br />1.5 feet on each side. Following numerous discussions with adjoining cities, the <br />County has revised their proposal to eliminate a11 roadway widening. Larpenteur <br />Avenue will be reconstructed to the same width as exists today. <br />Gotfried Pit -- Stormwater Improvements <br />Gotfried Pit, named after earlier gravel mining operations, is a stormwater detention <br />pond on the north side of Larpenteur Avenue between Hamline Avenue and Fernwood <br />Street. It is owned and operated by Ramsey County. Drainage from a watershed of <br />appro�mately 550 acres flows into the pond via gravity storm sewer and is pumped <br />into St. Paul and eventually flows to Lake Como. <br />The volume of the 4.Sacre basin is appro�mately half of that needed to store a 100- <br />year rain event. Given the sma11 site and close pro�mity of adjoining development, <br />little can be done to increase the basin's volume and flood storage capacity. The <br />County however, is proposing to lower the bottom of the pond by approximately 8 feet. <br />While this modification will not increase flood storage, it will improve the ponds ability <br />to improve water quality — an estimated 10% reduction in phosphorus to Lake Como. <br />On-road Bike Lane <br />The project includes the construction of a 4-foot wide on-road bike lane and shoulder. <br />In an effort to eliminate widening the bike lane will be incorporated into the roadway <br />gutter. It will be constructed out of a different color concrete to better delineate it <br />from the vehicle tra�el lanes. <br />
