Roseville Streetscaping Improvements <br />As part of the City's Comprehensive Plan revisions in 1994, a corridor study was <br />recommended for the upgrade of Larpenteur Avenue. In 1995, the City commissioned <br />a master planning study to review streetscape improvements along Larpenteur Avenue <br />from Hamline Avenue to Rice Street. Following an e�tensive public involvement <br />process representing Roseville's City Council and Planning Commission, both Roseville <br />and St. Paul residents and business owners, Ramsey County, St. Paul Public Works and <br />St. Paul District 10 and District 6, the Larpenteur Avenue Streetscape Master Plan was <br />adopted by the Roseville City Council in 1997. <br />The project proposed in this report closely follows the preliminary design and <br />recommendations of the master plan. The same design task force used to guide the <br />master planning effort is assisting with the preparation of final plans and specification. <br />Please refer to the Larpenteur Avenue Streetscape Master Plan for a complete <br />description of the planning process and preliminary design. <br />Speciat Considerations <br />Ri�ht-of-wav_Acquisition. <br />Ramsey County has agreed to acquire a11 additional right-of-way necessary to <br />accomplish both the road reconstruction and streetscape improvements. The majority <br />of acquisition will be temporary construction easements necessary to match adjoining <br />properties to the new sidewalk and streetscape amenities. <br />Coordination Between Roseville and St. Paul <br />Throughout the preparation of the Larpenteur Avenue Streetscape Master Plan, an <br />effort has been made to involve representatives from the City of St. Paul. The master <br />plan includes improvements on both sides of Larpenteur Avenue. <br />To encourage improvements on the St. Paul side, permission has been granted by <br />Mn/DOT to e�tend Roseville's TEA21 Grant to streetscape improvements on the south <br />side of the roadway. With this funding source, St. Paul would only responsible to fund <br />20% of the construction cost plus design and engineering costs. <br />Despite the enthusiasm shown by St. Paul participants, the City of St. Paul has not yet <br />prepared plans for streetscape improvements on Larpenteur Avenue. Staff will <br />continue to work with St. Paul and encourage them to implement complementary <br />improvements. At a minimum, St. Paul has agreed to install some street lighting that <br />would match the lighting proposed in Roseville. In addition, some landscaping will be <br />installed. <br />10 <br />
