REQUEST FOR COUNCIL ACTION
D A T E: 10/08/O 1
ITEM NO C-2
City Manager: Agenda Section:
 ,1J ,lr CONSENT
improvements in the right of way at 2150 Hamline Avenue North
(PF#3316)
1.0 REQUESTED ACTION
l.l Perry Noland, owner of Roseville Auto Repair located at 2150 Hamline Avenue North is
requesting a Livable Communities Grant to complete sidewalks and street tree
improvements as part of the requirements of the variance for site improvements approved
by the Council on June 26, 2001.
2.0 BACKGROUND
21 Mr. Noland received a variance from Section 1005 of the City Code, which specifies setback
and parking requirements within the B-3 zone on June 26, 2001. The approval of the
variance was to allow Roseville Auto Repair to make necessary parking lot improvements
to an esting non-conforming site and allow a small community business to continue to be
economically viable.
2.2 At the time of the variance, staff indicated the need and requirement to provide boulevard
improvements such as adding sidewalks, landscaping and street trees.
2.3 The corner of Hamline and County Road B was identified as a"Cornerstone" intersection
and concepts for redevelopment of this corner have been developed. While the proposed
improvements do not specifically comply with provisions of the "Cornerstone" concept, it
is consistent with the guidelines for keeping local service businesses within residential
neighborhoods and making improvements to the walkability and aesthetics of the area.
One of the guidelines encourages increasing the pedestrian flow by installing sidewalks and
additional landscaping in the public right of way.
2.4 As part of the Metropolitan Council's Livable Communities Grant, $150,000 was budgeted
for landscape and sidewalk improvements in the public right of way to encourage
pedestrian traffic and provide an appealing buffer between the roadway and the corner
properties. $50,000 of the $150,000 is designated for each of the three area identified
under the Program with $12,500 available to each corner at these intersections. These
funds are intended to be provided as a grant to corner property owners for implementing
the livable community guidelines.
PF#3316 - RCA (10/08/O1) - Page 1 of 2
