REQUEST FOR COUNCIL ACTION <br />D A T E: 10/08/O 1 <br />ITEM NO C-2 <br />City Manager: Agenda Section: <br />� �,1J ,l�r�� CONSENT <br />improvements in the right of way at 2150 Hamline Avenue North <br />(PF#3316) <br />1.0 REQUESTED ACTION <br />l.l Perry Noland, owner of Roseville Auto Repair located at 2150 Hamline Avenue North is <br />requesting a Livable Communities Grant to complete sidewalks and street tree <br />improvements as part of the requirements of the variance for site improvements approved <br />by the Council on June 26, 2001. <br />2.0 BACKGROUND <br />21 Mr. Noland received a variance from Section 1005 of the City Code, which specifies setback <br />and parking requirements within the B-3 zone on June 26, 2001. The approval of the <br />variance was to allow Roseville Auto Repair to make necessary parking lot improvements <br />to an e�sting non-conforming site and allow a small community business to continue to be <br />economically viable. <br />2.2 At the time of the variance, staff indicated the need and requirement to provide boulevard <br />improvements such as adding sidewalks, landscaping and street trees. <br />2.3 The corner of Hamline and County Road B was identified as a"Cornerstone" intersection <br />and concepts for redevelopment of this corner have been developed. While the proposed <br />improvements do not specifically comply with provisions of the "Cornerstone" concept, it <br />is consistent with the guidelines for keeping local service businesses within residential <br />neighborhoods and making improvements to the walkability and aesthetics of the area. <br />One of the guidelines encourages increasing the pedestrian flow by installing sidewalks and <br />additional landscaping in the public right of way. <br />2.4 As part of the Metropolitan Council's Livable Communities Grant, $150,000 was budgeted <br />for landscape and sidewalk improvements in the public right of way to encourage <br />pedestrian traffic and provide an appealing buffer between the roadway and the corner <br />properties. $50,000 of the $150,000 is designated for each of the three area identified <br />under the Program with $12,500 available to each corner at these intersections. These <br />funds are intended to be provided as a grant to corner property owners for implementing <br />the livable community guidelines. <br />PF#3316 - RCA (10/08/O1) - Page 1 of 2 <br />
