Current service provisions include: 9270 dwelling units <br />(less multi-family dwelling units); two stream collection; every other week pick-up; collection divided into <br />five zones; and rate per dwelling unit of $1.71 per month. <br />In May 2001 the Acting City Manager proposed to the City Council to appoint an advisory citizens committee <br />to update an April 1991 Options for Residential Waste Collection and Recycling Report forRoseville <br />Minnesota. On June 11, 2001 the City Council directed staff to organize a citizens committee and update the <br />1991 plan. Moreover, the City Council set forth the expectation that the Committee deliver an updated report <br />by February 15, 2001. <br />On September 17, 2001, the City Council discussed the expiration of the recycling contract, reviewed <br />comparable municipal recycling rates and the timing of the work of the citizens committee. As such, the City <br />Council favored a short-term agreement and directed staff to draft a one-year contract extension with the <br />current hauler under the same service terms with the exception of a rate adjustment per dwelling unit of <br />$2.05. The one-year extension will continue the service with no interruption to residents and provide the <br />citizens committee with time to develop recommendations that may be incorporated into any future contract <br />that could include service changes for recycling and potential solid waste. <br />Policv Implications: <br />Minnesota State Statute and City Code ensure recycling services are available to citizens. Chapter 403 of the <br />City Code outlines Roseville's Curbside Recycling Program. <br />Financial Imnlications : <br />The contract extension will affect residential recycling rates and that discussion will be part of the utility rate <br />review in November this year. Ramsey County SCORE funds and the fee incorporated into the utility rate <br />fund the cost of the recycling program. <br />Council Action Requested: <br />Motion extending the contract with Waste Management for curbside collection of recyclables for the period of <br />January 1, 2002 through December 2002 at a cost of $2.05 per household per month. <br />Attachments: Addendum to Agreement for Recycling Collection <br />City Code Chapter 403 <br />
