City Council Minutes — 09/24/0 1 <br />DRAFT Copy Page 7 <br />traditional housing, and limited seasonal recreational vehicle parking Zoning Amendment <br />and accessory uses within the (9.1 acre) property known as the <br />Roseville Mobile Home Park located at 2599 Lexington Avenue. <br />Roll Call, Ayes: Maschka, Klausing, and Kysylyczyn. Nays: <br />Goedeke. <br />Kysylyczyn commented about the purposes of the PUD. Klausing <br />asked about consistency between the current zoning and the current <br />uses. <br />Maschka moved, Klausing seconded, to approve the General Concept <br />Development Plan that established design standards and development <br />parameters under which the Roseville Mobile Home Park must <br />develop or redevelop on the 9.1 acre parcel, located at 2599 <br />Lexington Avenue. It is understood that the effective date of such a <br />planned unit development plan and ordinance will be after the <br />following: Submission of a final plan (Received: September 13, <br />2001); final approval of the planned unit development agreement; <br />second reading of the ordinance and approval of the rezoning to the <br />RPUD zone; publication of the R-PUD ordinance; recording of the <br />PUD document with Ramsey County Recorder; and no new <br />construction may occur before the effective date of the ordinance, <br />except as approved by the Council. Roll Call, Ayes: Maschka, <br />Klausing, and Kysylyczyn. Nays: Goedeke. <br />I-2 Welsch presented. Klausing asked about the Council's options. <br />Kathleen Agness, applicant, spoke about her options. Goedeke <br />commented about conversion of residential property to commercial <br />uses, and about signage. Kysylyczyn commented about historical <br />precedent and asked about pruning. Bill Schorn, applicant, spoke <br />about the history of the property and future improvement of Highway <br />36. Residents spoke about their concerns but their support for an <br />interim use permit: Cindy Gardner, 226 1 Lexington Avenue; Terry <br />Gardner of the same address; Roger Dunette, 1085 West Sherren; <br />Kathy Mueller, 2255 Lexington; and, Sally Goodroad, 1075 Sherren <br />Street. <br />Klausing moved, Goedeke seconded, that the City Council deny the <br />applicant's request for a Comprehensive Plan Amendment from Low <br />Density Residential to Business and rezoning from Single Family <br />Residential, R-1, to Limited Business District, B-1, per findings in 7.2 <br />of the Project Report.
