�� <br />DATE: 10/22/Ol <br />Work Session ITEM: B-2 <br />Roseville City Council <br />Monday, October 15, 2001 <br />6:30 p.m. <br />Roseville City Council Chambers <br />Minutes <br />The meeting was called to order at 6:34 p.m. <br />Beets called the roll, all members, Klausing, Maschka, Goedeke, Mastel and Kysylyczyn, were <br />present. <br />1. Snow and Ice Control — Procedures (6:34-7:4 5 p.m.) <br />Duane Schwartz, Public Works Director, described the development of the draft <br />procedures. The draft procedures do not add new features. Basically, the draft <br />procedures are based on the M.L.C. Snow & Ice Control model procedures; they reflect <br />past practices in the City of Roseville. <br />Steve Zweber, Streets Maintenance, then described specific operational modes: full <br />plow, ice control, partial plow and priority plow, parking lot plow, cul-de-sac plow and <br />mi�tures of these modes. Schwartz talked about use of salt for ice control and our new <br />equipment that helps us put the right amount of salt in the right place at the right time. <br />Zweber discussed our proposed mailbox procedures, landscaping issues, and driveway <br />problems. Maschka commended staff for their good work in snow removal, and asked <br />when citizens would be reminded about the ban on parking during a snow emergency. <br />Goedeke commended staff and asked about clearing fire station sites. Kysylyczyn <br />questioned the City's proposed procedures respecting mailbox damage, the City helping <br />the County with street sweeping, and site restrictions at intersections. <br />Bob Bierscheid, Director of Parks and Recreation, then described the City's equipment <br />goals, and procedures regarding pathways. Klausing asked about the "passable footing" <br />standard for clearing pathways. Kysylyczyn asked about the scheduling order for <br />clearing different types of facilities, about pathways adjacent to commercial operations, <br />a"dry pavement" policy and budget. Bierscheid commented about the effect of snow <br />shifting and compacting. <br />2. Twin Lakes Business Park -- Planning and Future Activities (7:45-8:20 p.m.) <br />Cathy Bennett, Economic Development Specialist, described national recognition of <br />Roseville's Brownfield clean-up efforts at Twin Lakes. She explained a regional <br />groundwater study grant and a Metropolitan Council Planning grant. She also explained <br />the potential for office expansion in the I-35W Corridor, the nature of the laborshed in <br />our area, the concentration of information-intensive and start-up firms in our area. <br />Kysylyczyn asked about strategies and approaches of other Metro communities. Welsch <br />talked about leadership, in terms of constancy and legislative lobbying, and about <br />
