5.6 In total, the Centre Pointe Business Park is estimated to generate 7,369 vehicle trips per
day, with approximately 900 trips per peak p.m. traffic hour (244 entering, 686 leaving
the site). The proponents state that no signalized intersection will have service
difficulties based on the proposed development, even with growth in the background
traffic by 2% per year. Only one intersection will change its level of service in the
future, the ramp from Cleveland Avenue onto 35W North will change from a service
level of "B" to a service level of "C", which is still functional.
5.7 Non-signalized intersections will continue to function as today, except the North Centre
Pointe Drive intersection with Cleveland Avenue, where cars will queue up in Centre
Pointe Drive while attempting to make a left turn to north bound Cleveland Avenue. A
solution at this intersection could be a signaled intersection. Signalizing could also help
reduce straightway speeding along Cleveland Avenue. (The 1997 PUD and planning
process planned for a signal further south at Lydia and Cleveland in order to reduce
traffic noise and congestion close to residences and to provide a 4 way intersection into
the industrial/park area east of Cleveland. Staff and city traffic consultants will be
reviewing this issue during the EAW review and comment period.)
5.8 The proponents state that the 21,240 square feet of office area will have little negative
impact on the traffic and in fact will remain similar to past projections for the Business
Park, in part, because of the changing nature of the work force (more hi-tech than daily
retail restaurant users) and work hours. The proponents note that hi-tech workers tend to
work at different hours that a tradition 9 to 5 work day.
5.9 Existing noise levels have historically exceeded state noise standards for residential areas
near County Road "D" and Cleveland Avenue. The added traffic from the proposal will
not significantly increase or decrease noise levels. However, construction noise may
have a temporary impact, but only during weekday daytime construction hours.
Construction for the building is estimated to take 12 to 14 months, during which noise
and construction dust will be managed to reduce impacts, as much as possible.
6.0 STAFF RECOMMENDATIONS:
6.1 The Development Review Committee (DRC) reviewed the proposed change in the
Master Site Plan, the proposed Solutia site plan, the proposed PUD Amendments, and the
draft EAW. The DRC concluded that the Master Site Plan designates the vacant parcel
as a restaurant site to serve the users of the Business Park It is limited to 6,000 square
feet of building area and 82 off-street parking spaces. The proposed change in use is not
sensitive to the mixed-use nature of the Master Site Plan, and is not supportive or
complementary to the esting uses, both directly adjacent to the vacant parcel as well as
those throughout the business park By not developing a restaurant on the site, it is
possible that more off-site employee vehicle trips will be generated, especially during the
lunch hours.
PF 3338 — RCA (10/22/Ol) — Page 6 of 9
