D. The utility and landscape plan must be combined on one sheet and submitted with <br />the other development plans. An irrigation plan is also required and must be <br />included in the final plan set. <br />E. The landscape plan must be revised to include all perennials species noted on the <br />plan. <br />F. Rice Creek Watershed review and approval is necessary. <br />5.0 EAW SLIMMARY: <br />5.1 The Draft EAW explains that the level of disturbance on the site has been high and the <br />uses are all urban developments except for the storm water catchment areas. There are no <br />occurrences of endangered species. <br />5.2 The Draft EAW notes that there is adequate water capacity on the site but that the sewer <br />capacity is limited by the pumping systems. The City has been aware of this situation <br />since the review and approval of the Courtyard Hotel PUD amendment. Eventually a <br />new pumping system with added capacity will be installed to meet the needs of the <br />Business Park when fully occupied. <br />5.3 Runoff from the site will continue to be handled by a series of filtration areas and ponds. <br />Silt screening and hay bale erosion interception will handle construction erosion. Storm <br />water will be pretreated in infiltration areas and ponds before it reaches the wetlands <br />areas, in a method previously approved by the Rice Creek Watershed. Centre Pointe has <br />a requirement of retaining 25% of the site in green space. With the proposed <br />configuration of the buildings (adding height, not impervious surface area) appro�mately <br />25% of the site will be green space. <br />5.4 In terms of generation of to�c or hazardous materials, the site is clean; the Solutia offices <br />will produce none of these materials. Solid waste (trash) would be collected by private <br />haulers and delivered to landfills or processing plants. (A restaurant generally would <br />produce more trash and air e�aust issues.) <br />5.5 Traffic and parking are important issues in Roseville. The peak PM hour trips will <br />increase from 22 up to 37 trips, yet the total trip count would only increase by 6 <br />trips (243 to 249). The new facilities (21,240 s.f. of offices, rather than 6,000 s.f. of <br />restaurant or offices) would create a need for 85 to 88 Solutia on-site parking spaces, <br />which are shown on the site plan. An Indirect Source Permit, analyzing vehicle e�aust <br />levels, is no longer required by MnPCA.
