REQUEST FOR COUNCII, ACTION <br />Department Approval: <br />� <br />�� <br />DATE: 10/22/0 1 <br />ITEM NO.: F-2 <br />Agenda Section: <br />Reports/Recommendations <br />Item Description: Approve plans and specifications and order advertisement for bids for <br />Zimmerman Lake Drainage Improvement Project <br />Background: On July 18, 2001, the City Council approved a feasibility report for the Zimmerman Lake <br />Drainage Improvements, and ordered preparation of Plans and Specifications. <br />The proposed drainage improvement would address two regional flooding problems. During intense rain <br />events, water accumulates in the south ditch of Highway 36 just north of the CFL/ Wellington <br />Management building and backs up to the south and into the building. Since the water is not able to flow <br />through to Zimmerman Lake, it causes problems in the upstream pipe. At the intersection of Eldridge <br />Avenue and Pascal Street, the water surcharges out of the e�sting pipe and floods the street as well as <br />portions of the Har Mar Mall parking lot. The proposed drainage improvement would increase the culvert <br />capacity under Highway 36 by jacking an additional 84-inch pipe to convey water into Zimmerman Lake. <br />This improvement would address both of these regional flooding problems. There would be no <br />detrimental downstream impacts. <br />The drainage study completed by H.R. Green identified a solution with an estimated cost of $600,000. <br />We contracted with another engineering consultant, WSB and Associates, to develop the plans and <br />specifications for this project. They have refined the proposed solution and reduced the cost to $493,200; <br />this estimate includes administration, engineering, and other contingencies. <br />We have identified this flooding as a regional problem. The reasons for the flooding cannot be <br />attributed to any one single cause. The runoff that is ponding in the ditch is from 493 acres of land <br />made up of residential, commercial and highway uses. There is no public drainage easement on the <br />CFL building parcel to a11ow for the impoundment of water on their property. The pipe was installed <br />under Hwy 36 in the late 1950's, there has been some development and redevelopment in the <br />subwatershed over the last 50 years that contributes to the overall quantity of water being conveyed to <br />Zimmerman Lake. <br />Due to the nature of this project it is best to construct it during the winter, the ground is frozen and <br />the contractor does not have to worry about delays from unexpected rainstorms. In order to get this <br />proj ect completed by spring thaw, it is critical that we put out ads for bid and award this proj ect <br />before the first of next year. <br />In the feasibility report, we presented a cost share that included Falcon Heights, the University of <br />Minnesota, Wellington Management/CFL, Mn/DOT and the City of Roseville. Falcon Heights has <br />declined participation in the solution. We are still working with the University on their cost participation. <br />Staff recommends that due to timing we should move forward with a revised cost participation schedule. <br />
