REQUEST FOR COUNCIL ACTION <br />Department Approval: <br />DATE: 1 0/22/0 1 <br />ITEM NO.: F-3 <br />Agenda Section: <br />Reports/Recommendations <br />Item Description: Approve Wellington Management Cost Participation Agreement for <br />Zimmerman Lake Drainage Improvement Proj ect <br />Background: On 7uly 18, 2001, Council approved the feasibility report for the Zimmerman Lake <br />Drainage Improvement Project. Since we are proposing to share in the cost of this project, it is necessary to <br />ha�e an agreement laying out cost participation. <br />The Zimmerman Lake Drainage Improvement will correct an identified regional flooding problem. The <br />runoff that is flooding the CFL building as well as the intersection of Pascal/ Eldridge intersection is from <br />493 acres of land made up of residential, commercial and highway uses. Since the pipe was installed under <br />Hwy 36 in the late 1950's, many properties ha�e been developed and redeveloped. This would contribute <br />to the overall quantity of water from this subwatershed being conveyed to Zimmerman Lake. <br />Due to the nature of this project it is best to construct it during the winter, the ground is frozen and the <br />contractor does not ha�e to worry about delays from unexpected rainstorms. In order to get this project <br />completed by spring thaw, it is critical that we put out ads for bid and award this project before the first of <br />next year. <br />In the feasibility report, we presented a cost share that included Falcon Heights, the University of <br />Minnesota, Wellington Management/CFL, Mn/DOT and the City of Roseville. FalconHeights has declined <br />participation in the solution. We are still working with the University on their cost participation. Staff <br />recommends that due to timing we should move forward with a revised cost participation schedule. We <br />will continue to work with the University and report to the Council if an agreement is reached. <br />The City of Roseville will be the contracting agency for the project. Survey and inspection will be provided <br />by Mn/DOT. We have received a commitment from Frank Paflco, Mn/ DOT Area manager to provide <br />these services, total value $36,550. The agreement before you for Council Approval is with Wellington <br />Management, the building owner. <br />Financial Implications: The cost split assumes no participation from the University of Minnesota or <br />Falcon Heights and uses the revised engineer's estimate to define total participation. Please see attached <br />revised cost participation table. <br />Policy objectives: This project has been developed in partnership with Mn/DOT and Wellington <br />Management. By approving the attached agreement, the City will be able to receive Wellington <br />Management's share of the project cost. <br />RECOMP�NDED COUNCIL ACTION: <br />Approve the Cost Participation Agreement for the Zimmerman Lake Drainage Improvement Project. <br />Prepared by: Debra Bloom <br />
