REQUEST FOR COUNCIL ACTION <br />DATE: 11 /26/O 1 <br />ITEM NO.: F-6 <br />Department Approval: Manager Reviewed: Agenda Section: <br />1 <br />`/�����"'� Reports/Recommendations <br />1� <br />Item Description: No parking resolution- Sextant Avenue from Hamline Avenue to Holton <br />Street, Sheldon Street from Sextant Avenue to Brooks Street, Albert Street <br />from Sextant Avenue to 300 Feet North <br />Background: In mid-September, the Traffic Safety Committee received a request from residents <br />in the neighborhood to the north and west of County Road B-2 and Hamline Avenue to post No <br />Parking During School Hours signs. This request was received in the form of a letter with 30 <br />signatures (see attachments). Prior to this request, the City had received several calls re�arding the <br />behavior of high school students who were parking on a daily basis in their neighborhood and <br />walking to the high school. The complaints included speeding, loud music, parking in front of <br />mailboxes, littering, and blocking the street while conversing with other students in vehicles. City <br />staff observed 25 to 30 vehicles per day parking on Sextant Avenue west of Hamline Avenue and <br />Sheldon Street south of Sextant Avenue. The vehicles were clearly student vehicles, as they <br />arrived around 8:00 a.m. and left the neighborhood around 3:00 p.m. <br />Staff contacted the high school principal to discuss the parking situation at the school. He <br />informed us that all student-parking permits had been sold and there is a waiting list of students <br />wanting to drive on a daily basis. We inquired about the possibility of the high school pursuing an <br />agreement with neighboring churches for student parking on weekdays. He stated they had done <br />this during construction at the high school but did not want the liabilities, such as monitoring the <br />parking and trash cleanup, on these sites. <br />The Traffic Safety Committee met on September 25, 2001, to discuss this matter. Concerns were <br />expressed as to where student drivers would park if No Parking signs were posted in this <br />neighborhood. Chief Wood suggested they might move to the neighborhood east of Lexington <br />Avenue. The Committee considered a previous action by the City where No Parking was posted in <br />the neighborhood immediately north of the high school football field. These signs restrict parking <br />to non-school hours. The Traff'ic Safety Committee decided to post No Parking During School <br />Hours as a temporary measure until this matter could be brought before the Council. These signs <br />were installed on Sextant Avenue and Sheldon Street the first week in October. <br />
