The System Plan serves as a: <br />♦ Policy and procedures guide for parks and recreation. <br />♦ Strategic plan for the future of parks and recreation activities. <br />♦ A document that would bring together all elements of parks and <br />recreation including, parks, recreation, facilities, pathways, forestry <br />and volunteers. <br />♦ A comprehensive inventory of facilities and programs. <br />♦ The philosophical framework for the provision of services, programs <br />and facilities. <br />♦ The plan also includes the required elements of the national <br />accreditation program. <br />♦ Once adopted, the Parks and Recreation System Plan becomes a <br />part of the City of Roseville's Comprehensive Plan. <br />The original plan was the result of extensive planning and discussion with the <br />Parks and Recreation Commission, the recommendations of numerous citizen <br />groups (VISTA 2000, Infrastructure Committee, Pathways Committee, Tree Task <br />Force) staff research and planning and the previous development of policies by <br />the City Council. <br />The important aspect of this document as in all types of master plans is that it is <br />a guide to navigate through the many challenges of providing an extensive and <br />comprehensive parks and recreation system. The Parks and Recreation <br />Commission will always need to review their recommendations using the System <br />Plan as a reference. The City Council can use the plan as a standards test when <br />rendering their decisions. <br />
