Eldon M. Robey of Eldon Robey & Associates, an independent real estate appraisal company <br />(attachment #� calls this a`spite fence' – you put this up in spite of everyone else. If <br />everyone on the lake did this "...the values of the land would be substantially reduced." From <br />the view of 1901 Shady Beach Avenue, "...there would be ready support for a`percentage' <br />damage allocation to the subject ownership." Thus showing an economic `taking without <br />compensation.' <br />There is an economic impact to my home and my property as stated by an independent real estate <br />appraiser who says there is a`measurable and supportable damaging effect.' <br />In 1990 the three adjoining property owners to 1897 Shady Beach Avenue were: <br />• Frank Hess <br />• John Torgerson <br />• Ralph Burggraff <br />1891 Shady Beach Avenue 1988 to present <br />1901 Shady Beach Avenue 1985-1995 <br />1901 Wagener Place 1986-1998 <br />John Torgerson, the former owner of 1901 Shady Beach Avenue (651-482-7961), said he <br />approved a vaziance for a garage being built in 1990. He also states that there was no vote in <br />1990 that included a specific fence variance. <br />Ralph E. Burggraff of 1901 Wagener Place (attachment #� says he never approved a permit <br />on a fence for Brad Hoff: <br />The building permit states "...this plan was approved by the City of Roseville in 1990 and that <br />all the adjoining neighbors signed this plan." Frank Hess of 1891 Shady Beach Ave, the <br />adjoining property to the south since 1988, says "I did not approve any such plan." Roger Hess <br />owns lakeshore frontage on M�Carron's Lake and he states also that there was never approval for <br />this fence. The statute of timeliness has run out on a 1990 building permit. <br />Prior to construction, Mr. Hoff never asked for any input from the neighbors. I have been <br />objecting to Mr. HofFs fence since August 23, 2000 directly to the City of Roseville (attachment <br />#�.
