Item Descnntion: <br />1 ` <br />Request for Council Action <br />Date: November 26, 2041 <br />Item Number: c-4 <br />Manager Approval Agenda Section <br />1.�� ��� �'���� <br />Appointment of Resident to Human rights Commission Vacancies <br />And <br />Advertise for One Human Rights Commission Vacancy <br />Back r� ound <br />On August 27, 2001 the City Council directed staff to advertise to fiil the four vacancies on the Human <br />Rights Commission as the result of recent resignations. <br />Following the City Council action, staff advertised the vacancies for thirty days beginning September 5, 2001 <br />through October 3, 2001. Staff received one applicant as of October 3, 2000. To secure more applicants, the <br />City Council extended the vacancies advertisement through November 14, 2001. In addition, staff direct <br />mail a notice of the vacancies to 151 representatives of the faith community, schools and businesses. <br />Staff received applicants from the following residents: Todd Anderson, Mark Chappin, Larry Voeller and <br />Stephen Zorn. See their applications attached. <br />Furthermore, since the October extension, the Chair resigned (term expires 3/31/04). Due to the holiday, <br />staff recommends that the City Council provide ample time for interested residents to apply. Therefore, staff <br />requests that the City Council advertise for this vacancy from December 5, 2001 through January 30, 2002. <br />Policv Implications: <br />In November 2000, the City Council waived the appointment process set forth in Resolution 9372 (see attached) <br />and filled commission vacancies through a ballot process. However, as the City received four applications for <br />four positions, staff recommends appointment of all four candidates to the cunent vacancies. This will ensure <br />that the Commission will have a quorum to conduct business in January. The Commission has not had a <br />quorum for meeting business since September 2001. <br />Staffwill seek direction as to which process the City Council selects to use to fill these vacancies. <br />Council Action Requested <br />Motion to Appoint Todd Anderson (term expires 3/31/02), Mark Chappin (term expires 3/31/02), Larry <br />Voeller (term expires 3/31/02) and Stephen Zorn (term expires 3/31/02) to the Human Rights Commission. <br />Motion Directing Staff to Advertise for One Vacancy on the Human Rights Commission from December 5, <br />2001 through January 30, 2002. <br />Attachments: Community Participation and Consultation Policy <br />Resolution 9372 <br />
