3 <br />� <br />� ' <br />Community Participation and Consultation Policy <br />PURPOSE <br />While the City Council is elected to rcpresent the community in making choices of public sa%ty, public <br />�vorks and thc providing of general governmcntal services, the Council will make a every effort to involve <br />the community in the decision-making process �vhere major community interests are concerned and <br />whcre state and local statutes permit. <br />it has been the practice of the Council, and will continue to be, to appoint commissions, task forces, and <br />other work groups from the community to explore and present ideas and altematives with regard to issues, <br />which are of importance to the community. <br />ln addition, any cxpcnditurc of funds in cxcess of $3 million of local property tax dollars and which <br />involves community facilities, will be brought to the community in the form of a referendum. <br />SCUPE <br />The scope of the policy is to activcly involve the community in those major facilities issues which include <br />the addition of parks, pathways, public facilities, zoning, neighborhood development issues, and any other <br />arcas deemed appropriate. <br />POLICY <br />� <br />The City of Rosc��ilte �vill endcavor to involve representative citizen groups, including student <br />representation, in the discussion and advising on issues which require more input as to the wishes and <br />necds of the community than can be provided by staff, consultants, or the City Council. It is the intent <br />of the Council that al( study groups, commissions, and committees will consist of at least 5 <br />members unless otherwise specified by statute. <br />IMPLEMENTATION <br />The City Council witl work with staffto assist in defining those issues which require more community <br />guidance and input. Those issues �vilt be presented to representative community work group to assist in <br />the ascertaining the need, fact-finding, and determining feasible alternatives, before the City Council <br />deliberates a final resolution of those issues. <br />II-6 <br />
