Item Description: a�� Request for Council Action Manager Approval 2002 Health Insurance Date: November 26, 2001 Item Number: C-5 Agenda Section Consent Back rog und: The City of Roseville contract for health insurance will expire on December 31, 2001 with HealthPartners. Staff issued an RFP 2002 insurance coverage in October and received responses from four companies in November. Following receipt of the proposals, staff shared the information with City employees. According to surveys conducted in September and November, employees indicated interest in more than one health care plan option, the same level of service and lower costs. Employees expressed a preference for the HealthPartners proposal. Annually staff monitors the metropolitan region to compare Roseville premiums to other communities. Of the ten surveyed, the 2002 proposed plan would place� Roseville's rates as the second lowest. Therefore, the rates are comparable and competitive. The City Council reviewed the Health Partners one-year pcoposal at the November 19, Z001 Work Session. At the meeting, the City Council recommended that staff bring the proposal to the regular meeting of November 26, 2001 for formal action. Policy Im�lications: The City provides 141 employees health insurance: 71 single and 70 family coverage. Historically, the City assumes 50% of the insurance premium cost increase.
