Item Description: <br />a�� <br />Request for Council Action <br />Manager Approval <br />2002 Health Insurance <br />Date: November 26, 2001 <br />Item Number: C-5 <br />Agenda Section <br />Consent <br />Back rog und: <br />The City of Roseville contract for health insurance will expire on December 31, 2001 with HealthPartners. <br />Staff issued an RFP 2002 insurance coverage in October and received responses from four companies in <br />November. <br />Following receipt of the proposals, staff shared the information with City employees. According to surveys <br />conducted in September and November, employees indicated interest in more than one health care plan option, <br />the same level of service and lower costs. Employees expressed a preference for the HealthPartners proposal. <br />Annually staff monitors the metropolitan region to compare Roseville premiums to other communities. Of the <br />ten surveyed, the 2002 proposed plan would place� Roseville's rates as the second lowest. Therefore, the rates <br />are comparable and competitive. <br />The City Council reviewed the Health Partners one-year pcoposal at the November 19, Z001 Work Session. At <br />the meeting, the City Council recommended that staff bring the proposal to the regular meeting of November <br />26, 2001 for formal action. <br />Policy Im�lications: <br />The City provides 141 employees health insurance: 71 single and 70 family coverage. Historically, the City <br />assumes 50% of the insurance premium cost increase. Pursuant to this practice, the monthly rates for 2002 <br />health insurance for the two HealthPartners Plans totals: <br />2001 Premiums <br />Single $233.84 <br />Family $583.94 <br />City Contribution <br />$262.34 <br />$417.22 <br />2. 2002 Premium City Contribution <br />a.
