REQUEST FOR COUNCIL ACTION <br />Date: Dec.11, 2001 <br />Item No: C-1 <br />t Approval: Manager Ap roved: Agenda Section: <br />CONSENT <br />Item escription: Request for Variance fxom State Fire Marshal's Corrective Order for <br />Radisson Hotel, 2540 Cleveland Avenue No., Roseville, MN (PF3366) <br />1.0 Requested Action <br />1,1 The Radisson Hotel Roseville (formerly the Ramada Inn), 2540 Cleveland Avenue <br />North, is requesting Council approval of a Variance from the State Fire Marshal's <br />Corrective Order to allow for retention of the nine inch spacing on the exit stair <br />guards. <br />2.0 Background <br />2,1 The Ramada Inn became the Radisson Hotel Roseville earlier this year, necessitating <br />some remodeling, all of which has been finalized by the Roseville Building and Fire <br />Inspectors. The State Fire Inspector also inspected the facility resulting in the <br />issuance of a corrective order requiring the facility to reduce the spacing, between <br />the stair railings, from nine inches to four inches. Dave S. Walia, Project Manager, <br />Radisson Hotel Roseville, has requested a variance from the State Fire Marshal's <br />Corrective Order. <br />2,2 Pursuant to Minnesota Statutes 299F.011, subd.5, the variance request cannot be <br />acted upon by the State Fire Marshal until the local governing; bodv (Roseville City <br />Council) has acted upon it. The City Council has three options: <br />a) Recommend to the State Fire Marshal that the requested variance be <br />granted, based on findings as indicated in the Fire Marshal's letter of <br />November 26, 2001 to the Roseville City Council; <br />b) Recommend denying the variance request; or, <br />c) Defer the request to the State Fire Marshal with no recommendation <br />from the City Council. <br />2.3 Roseville Fire Marshall John Loftus has visited the site and determined that, <br />although the current Code requires a four-inch spacing of the rails, at the time the <br />stairs were constructed in 1970 the nine-inch rail spacing met theSstate Building <br />Code. It has also come to staff attention that the four-inch rail spacing requirement <br />has not been a concern during past inspections (done every three years by the State). <br />RCA-Radisson Hotel (12.11 .Ol) Page 1 of 2 <br />
