REQUEST FOR COUNCIL ACTION <br />DATE: 12111101 <br />ITEM NO: � F-i <br />Department Approval: Manager Reviewed: Agenda Section: <br />Item Description: Recommendation On Appeal of Tree Removal Order <br />BACKGROUND <br />Roseville City Ordinance 706.07.F requires that homeowners must remove any tree that is <br />deemed to be a health or safety hazard by the City Horticulturist as prescribed in 706.08.A. <br />It is also prescribed that any homeowner may appeal this order under procedures <br />described in 706.08.D. Mr. Vengesana R. Sridhar, homeowner at 654 Grandview was <br />notified that a tree in his yard was deemed to be dangerous because the large silver maple <br />has split and the bottom portion is rotting. The tree displays characteristics that the City's <br />licensed inspector believes will likely result in having all or portions of the tree fall resulting <br />in a dangerous situation for the surrounding residences. <br />Enclosed is the following information: <br />� Letter from City requiring the removal of the tree. <br />♦ Letter of appeal from homeowner. <br />� Background information, <br />♦ Recommendation from City Tree Board (Parks and Recreation Commission). <br />POLICY OBJECTIVE <br />The requested action is consistent with the City's Tree Ordinance, accepted professional <br />practices and has been reviewed and approved by the City Attorney. <br />FINANCIAL IMPLICATION <br />None for the City. <br />STAFF RECOMMENDATION <br />Based on the recommendation of the City Tree Board, staff recommends that the resident <br />of 654 Grandview, Mr. Vengesana R. Sridhar, be notified that he has 30 days from <br />December 12, 2001 to put the designated tree in repair (remove the designated portions of <br />the dangerous tree from his property) and if Mr. Sridhar fails to comply within the 30 day <br />period, the City will, within 10 days, order a licensed contractor to remove the dangerous <br />portions of the tree and assess the costs to the property. <br />
