Why should the mayor concern <br />himself with the administrative task that can be done by any <br />competent secretary? I propose the following process. <br />At the first meeting the four Council members draw n�.imb�rG ?-�. <br />They are seated in this order: <br />�� � �a1� M k yar � -1.-=-�- <br />�.�� �_--I- <br />At the second, and consecutive meetings each member moves one <br />chair to the right (facing the audience)until each has occupied <br />a different chair. This is an administrative <br />function. Give it back to the city manager. <br />I am surprised that so few rules from the previous Standing <br />Rules of Procedures were not included. For example, Rule 20 <br />states that in-place rules will continue to govern until <br />amended or replaced. If, as the mayor has informed me, the <br />old rules cease'to operate when a new council is installed, this <br />means there are no rules at all and may not be for several months. <br />I notice that the previous rules were adopted on March 27, 2000. <br />How can a council operate without rules? <br />�� �- �%�-��-/ ' <br />Georgiana Sobola <br />
