Brief Explanation: <br />Date: January 7, 2002 <br />Item: J-1 <br />The Mayor requested that an ordinance creating each City <br />department, and specifying the core functions of that <br />department, be prepared. <br />This is an ordinance created by the City Attorney. I believe the <br />Mayor wanted such an ordinance in order to discuss with the <br />full Council the allocation of functions among City <br />departments. <br />This ordinance basically codifies the current City departments <br />and their functions. If the Council wishes to change the <br />number of City departments and their functions, the City <br />Attorney needs direction about changing the draft ordinance <br />and I need direction about handling the budgetary impact of <br />such changes. (- The budget for 2002 was prepared and <br />approved based on the current functions of the current <br />departments.) <br />Neal <br />
