REQUEST FOR CITY COUNCIL ACTION <br />• DATE: O 1 /07/02 <br />ITEM NO: �-�+ <br />D�p_artm� ent Approval: a er Approved: Agenda Section: <br />:lll���Jl CONSENT <br />1.0 <br />Description; A request by Paul Adam for <br />modify an existing property <br />Roselawn Avenue (PF3364). <br />REQUESTED ACTION: <br />a Minor Subdivision (Recombination) to <br />line between 520 Ryan Avenue and 515 <br />1.1 Mr. Paul Adam, property owner of both 520 Ryan Avenue and 515 Roselawn Avenue is <br />requesting City Council approval of a"Recombination" between two legal conforming <br />lots in Roseville. <br />1.2 Section 1104.04B specifies the procedures for consideration and approval of a <br />"Recombination." Specifically, this section of the City Code states: "Recombination: To <br />divide one recorded lot or parcel in order to permit the adding of a parcel of land to an <br />abutting lot and create two (2) buildable parcels, the proposed subdivision, in sketch <br />form, shall be submitted to the City Council for approval. No hearing or Planning <br />Commission review is necessary unless the proposal is referred to the Commission by the <br />Community Development Director for clarification. The proposed recombination shall <br />not cause any portion of the existing lots or parcels to be in violation of this regulation or <br />the zoning code. Within thirty (30) days after approval by the City Council, the applicant <br />shall supply a certificate of survey to the Community Development Director and City <br />Manager for review and approval. After completion of the review and approval by the <br />Community Development Director and City Manager, the survey shall be recorded by the <br />applicant with the Ramsey County Recorder within sixty (60) days after approval by the <br />City Manager." <br />2.0 <br />2.1 <br />REVIEW of REQUEST: <br />Mr. Adam desires to split off the rear portion of his lot at 515 Roselawn Avenue and <br />attach it to the large parcel belonging to 520 Ryan Avenue. <br />2.2 Mr. Adam requests approval of an approximate 60 foot wide by 160 foot deep parcel <br />division ftom 515 Roselawn Avenue to be included with 520 Ryan Avenue, the parcel <br />lying directly to the north. <br />2.3 Staff has reviewed the attached sketch plan for the proposed recombination and has <br />concluded that the lot line modification does not create setback inconsistencies. The <br />applicant must make sure that the minor subdivision of the rear property line for 515 <br />Roselawn Avenue creates a minimum rear setback for the existing detached accessory <br />PF3367 —RCA 010702 Page 1 of 1 <br />
