Items Removed from Consent Agenda Organizational Business E-1 Mayor Kysylyczyn administered the Oath of Office to the Administration of persons the City Council appointed to the Human Rights Oath of Office Commission: Todd Anderson, Mark Chappin, Larry Voeller Human Rights and Stephen Zorn. Commissioners E-2 Beets explained this proposal to have Carl Neu provide goal Professional Services setting, strategic planning, and team-building services to the Agreement City Council. Carl Neu Klausing noted that Neu assisted the City in the Vista 2000 process, and the fact that Vista 2000 went well spoke well of Mr. Neu. Kysylyczyn indicated that he opposed a contract with Mr. Neu for philosophical reasons relating to independence. Goedeke commented on Mr. Neu's background. Kysylyczyn moved, Klausing seconded, to direct Beets to move forward with the idea of establishing a strategic planning, relationship-building workshop for the City Council and City management team, date and speaker to be determined. Roll Call, Ayes: Klausing and Kysylyczyn. Nays: Maschka, Goedeke and Mastel. The motion failed. Maschka spoke favorably about Mr. Neu's work with the Minnesota League and other credentials. Maschka moved, Mastel seconded, to authorize the City Manager to enter into a professional services agreement with Mr. Neu to conduct Council Work Shops in February 2002, as the Council's and Mr. Neu's schedule allow. All Council Members commented. Roll Call, Ayes: Goedeke, Maschka, Klausing, and Mastel. Nays: Kysylyczyn. E-3 Klausing moved, Kysylyczyn seconded, to schedule a joint work session with the Lauderdale City Council on January 14, 2002 at 6:00 p.m. at Roseville City Hall for the purpose of hearing Mn/DOT present alternatives for the partial reconstruction of Trunk Highway 280.
