Nays: <br />none. <br />E-4 Beets acknowledged distribution of materials from Council <br />Member Elect Schroeder relating to next year's City Council <br />meeting schedule, liaison appointments and Standing Rules of <br />Procedure. Discussion ensued between Kysylyczyn and <br />Klausing. Goedeke commented upon the proposed Council <br />schedule and two proposed recesses. Mastel questioned the <br />proposed Council schedule. City Council action was not <br />necessary on this agenda item. <br />F. Reports And Recommendations <br />F-1 Burrell reported on the history of the TIF Districts <br />recommended for early termination. With the termination of <br />these TIF Districts, he noted that approximately $840,000 of <br />tax capacity is being released, thereby helping to reduce <br />property taxes for Roseville residents. Burrell remarked about <br />the projects built, in part, with TIF financing. <br />Goedeke moved, Mastel seconded, to adopt a resolution <br />authorizing Decertification of Tax Increment Financing <br />Districts Nos. 2, 3, 14, and 15 of the City of Roseville. Roll <br />Call, Ayes: Goedeke, Maschka, Klausing, Mastel and <br />Kysylyczyn. Nays: none. Goedeke, Mastel and Maschka <br />commented about Mr. Burrell's work and the management of <br />the TIF program. <br />Goedeke moved, Mastel seconded, to adopt a resolution <br />providing that any future tax increment debt coverage shortfall <br />grant applications to the State of Minnesota would reflect an <br />adjustment for the "missed opportunity" of pooling tax <br />increments from decertified districts and parcels. Roll Call, <br />Ayes: Goedeke, Maschka, Klausing, Mastel and Kysylyczyn. <br />Nays: none. <br />F-2 Welsch overviewed the 1,500 page City of Roseville <br />Comprehensive Plan. He noted that Community Development <br />staff had developed a citizen-friendly summary report for <br />distribution.
