Rule 12 — Official Spokesperson <br />The Mayor shall be the official spokesperson for the city except as specified by law <br />or ordinance. <br />Rule 13 — Manager Spending Limits <br />Pursuant to Minnesota Statutes 412.691 purchasing and contract authority over <br />$5,000 shall require prior council approval. <br />Rule 14 — Employee-Council Communication <br />The City Manager or any employee under his direction shall not prevent another employee <br />from communicating with any elected official. The City Manager shall be responsible for <br />enforcing this rule and shall establish written disciplinary measures. All violations shall be <br />immediately reported to the City Council. <br />Suspend implementation of the Employee Council Communication rule for 60 days to allow <br />time for the City Manager to develop an intemal policy that will be incorporated in the <br />employee handbook that will address this problem. <br />Rule 15 — Travel <br />All official out-of-state travel by elected officials shall require prior City Council <br />approval. The City Council shall receive a written or verbal report upon the return of the <br />elected official. All costs associated with the out-of-state travel, training, or conferences by <br />Council members shall be reported to the city council quarterly on a cumulative basis. <br />3 <br />
