Decemb+er 26, 2001 <br />To: Councii Member-Elect Greg Schroeder <br />From: Mayor John Kysylyczyn <br />RE: 2002-03 proposed Rules and Procedures <br />To date i have not received even one comment from the gener�al pubiic <br />conceming the proposed rules and procedures presented at the council meeting <br />a few weeks ago. At this time though, l would t�ke to comment on a few of the <br />proposed rules and procedures, offer+ng some possibie adjustments. <br />Rule #6 discusses voting arder, but should have additional language that states <br />that a rotating system wouid be established which has the Mayor voting last <br />(identicai to the way it has been done be#ore in the past). t am going to inquire <br />about obtaining a voting machine system similar to the one in Mesa, AZ that <br />woulct eliminate a rotating voting system as we know it. Until we have a system <br />like that installed, I believe this change would be in order. <br />Under Rule #15, Manager Spending Limits, I would recommend that the <br />spending Iimit be lowered to the $2500 to $5000 range, and require that the full <br />council approve all amoun#s above this limit. Ai! references to the Mayor <br />approving amounts from $0 to the limit should be eliminated. Please note that I <br />do have a concem about the administratian breaking up expend�ures into <br />multiple checks to subvert Council authority. I would be interested in any ideas <br />t4 prevent this from happening. <br />! would recommend that Rule #16, Employee-Council Communication, be 1eft <br />intact untii repiaced with an ordinance that 1 have requested to be brough# before <br />the Council sometime in January. After successful passage, this rule could then <br />be eliminated. <br />
