Similarly, the proposed rule declaxes that all purchases and all out-of- <br />state tra�el shall be pre-approved by the Council. In my view, Council's <br />role in a Plan B form of government is primarily to set an appropriate <br />budget for all tra�el and city purchases, and then lea�e it to me to <br />administer and manage travel and purchasing within those Council- <br />approved budgeted amounts. I do not envision the City Council micro- <br />managing each expenditure within the budgeted amounts Council has <br />already set. <br />A related issue is the equality of all Council Members. As I <br />understand the Plan B form of government, all Council Members are <br />colleagues with one vote apiece. No Council Member is superior to <br />another. The Mayor has certain responsibilities with respect to presiding <br />at Council meetings, but otherwise has one vote on all policy issues to be <br />decided by the Council as the governing body. <br />The proposed rules, however, seem to give special prerogatives and <br />special powers to the Mayor on subjects completely unrelated to the <br />Mayor's responsibility to preside at a Council meeting. For example, <br />under the proposed rules <br />• the Mayor - not the Council - shall appoint the Acting Mayor, <br />• the Mayor - not the Council - shall appoint liaisons to citizen <br />boards and joint powers organizations, <br />• and the Mayor - not the Council - shall be the "official <br />spokesperson" for the City. <br />I question this delegation, or abdication, of the Council's responsibility as <br />the governing body for the City of Roseville to only one member of that <br />five-member governing body. <br />The Mayor, like any other Council Member, is certainly free to state <br />his preference for Acting Mayor, is free to state his preferences for other <br />appointments, is free to state publicly his personal views about City <br />policy. Perhaps, due to his office or his character, other Council <br />Members will defer to the Mayor's preferences and views on a case-by- <br />case basis. Perhaps other Council Members will listen and agree with <br />the Mayor or another Council Member, perhaps not. But at least they <br />have a choice. That is a choice each Council Member has as each policy <br />issue comes forward for decision. On every policy issue, the Council is a <br />group of five who together constitute the governing body that determines <br />these matters. <br />Attached to my comments are the Minnesota sta.tutes establishing the <br />Plan B form of government. I don't have a Minnesota law degree so I <br />won�t purport to interpret them. I suggest, however, that each Council <br />Member consider these statutes in deciding the proper role of the entire <br />� <br />
