REQUEST FOR CITY COUNCIL ACTION <br />Department Ap,�roval: <br />DATE: 1/14/02 <br />ITEM NO: vz z z A <br />Agenda Section: <br />CONSENT <br />Item Description: Livable Communities Demonstration Opportunity Grant <br />Implementation • Twin Lakes Business Park <br />1.0 Requested Action <br />1.1 City staff is requesting authorization to hire consultants for implementation of tasks <br />associated with a grant received from the Metropolitan Livable Communities Demonstration <br />Program. The grant provides $70,000 for additional planning of the Twin Lakes Business <br />Park. <br />2.0 Background <br />2.1 Since 1996, the Metropolitan Council has provided funding to innovative projects that <br />promote a livable community under the Livable Communities Demonstration Program. The <br />Opportunity Grants are a�ailable to fund local initiatives to develop project-specific and site- <br />specific plans according to smart growth principles. The grants are awarded each year <br />through a competitive application process. <br />2.2 On 7uly 23, 2001, the City of Roseville passed Resolution 9913 authorizing the City <br />Manager to make application for planning funds for the Twin Lakes Master Plan through the <br />Metropolitan Council's Livable Communities Demonstration Account and subsequently <br />execute such agreements to implement the project on behalf of the City. On November 14, <br />2001, the Metropolitan Council approved Roseville's application for grant funds for <br />additional planning in the Twin Lakes Business Park. <br />2.3 The City of Roseville has invested years of work into the development of the Twin Lakes <br />Business Park Master Plan. In the fall of 2001 the City Council approved a comprehensive <br />plan amendment and the Alternative Urban Area-wide Review and mitigation plans for the <br />Twin Lakes Business Park master plan. The Metropolitan Council subsequently approved <br />the comprehensive plan amendment. <br />3.0 Implementation of Grant <br />3.1 To continue the momentum for the redevelopment of Twin Lakes it was suggested by <br />Metropolitan Council's Livable Communities Advisory Board that Roseville complete some <br />additional planning tasks to more accurately identify the sources and uses of funds generated <br />RCA — Livable Opportunity Grant Authorization 2001 • Page 1 <br />
