Grant Identified Staff Rational Propose <br />Budget Consultant d Fee <br />$15,000 Krass Monroe Krass Monroe is a respected development $10,000 <br />finance company familiar with other <br />similar north metro projects. The company <br />is familiar with the project and prepared <br />some initial analysis to assist staff in the <br />completion of the Twin Lakes Master Plan <br />update. In addition, similar analysis was <br />completed for New Brighton. All these <br />factors will decreases the learning curve of <br />the consultant and result in more detailed <br />analysis at less cost. <br />4) Complete a market study to ensure that the mix of uses are feasible - <br />Although staff has discussed the uses with developers and private companies, it is <br />necessary that a market review be completed to ensure the longevity of the <br />proposals since value and sustainability will be critical to the success of the <br />project. Grant Budget Amount -$25,000, consultant yet to be determined. <br />5) Prepare more refined design plans & Design Standards Manual for Mixed- <br />Use Business Parks - Refined plans will encourage greater integration of land <br />uses. The City will develop a land use guide manual and updated ordinance that <br />outlines the City's expectations for building types, innovative techniques for <br />dealing with storm water retention, connectivity between sites and <br />recommendations for designing projects using livable community and smart <br />growth principles. Grant Budget Amount -$20,000, consultant yet to be <br />determined. <br />4.0 Policy Implication/Fiscal Impact <br />4.1 Twin Lakes planning has required significant financial and staff resources from the City <br />over the past two years. Many of the tasks identified above, funded by the grant, require <br />outside resources that are beyond the scope of the Community Development staff capabilities <br />or time and department budget. The implementation of the grant is critical to continuing with <br />the future redevelopment success of Twin Lakes and the results will be essential for future <br />Federal, State, Regional and County financial support. <br />4.2 Staff has identified consultants from the City's consultant pool to assist in the completion of <br />tasks 1-3. It is anticipated that staff will come back in February for additional approval of <br />consultants to complete tasks 4& 5.
