Highway 280 Corridor Study Team <br />January 10, 2002 <br />Page 2 <br />An alternative concept is to develop an interchange at Broadway. This would convert Highway 280 to a <br />freeway if the County Road B intersection were closed. This would solve many of the operational <br />problems but would require a higher amount of funding and acquisition of some right-of-way. Three <br />different alignment alternates for a potential interchange have been developed. The first is called the <br />Central Alternate, which essentially keeps the Highway 280 mainline roadways at their existing <br />location. The East Alternate moves the roadway to the east to minimize the impacts on the commercial <br />developments in the southwest and northwest quadrants. The West Alternate moves the roadway to the <br />west in an effort to reduce impacts on the southeast quadrant homes and the northeast area golf course. <br />All of the alternates have impacts not only on right-of-way, but also on the operation of the interchange <br />and the roadways. Attached is a summary of the concerns and a comparison of the three alternates. <br />One of the considerations in developing either an interchange or other modifications at Broadway is the <br />impact on future improvements to other sections of Highway 280. The Larpenteur interchanges are <br />substandard and have operating problems both on Larpenteur Avenue and on Highway 280. A concept <br />design has been developed in the past to address these design deficiencies but funding for the overall <br />project has not been a�ailable. Funding is available for improvements to the expressway portion of <br />Highway 280. If improvements to Highway 280 are staged, it may be possible to use several smaller <br />sources of funding to implement the final design for Highway 280 in increments. As an example, the <br />future alignment (reconstructing the lanes of Highway 280) could be built as Stage 1 and an interchange <br />at Broadway as Sta�e 2. This would develop more pressure to complete Highway 280, making funding <br />for improving the mterchanges at Como Avenue and Larpenteur Avenue easier to obtain. This concept <br />of incremental improvements has been used in the upgrading of Highway 100, the upgrading of <br />Highway 36 through Roseville and Maplewood, and the upgrading of Highway 61 in south Washington <br />County. <br />There is a significant amount of additional detailed information which can be provided to the Team as <br />part of our study.
