REQUEST FOR COUNCIL ACTION <br />DATE: 1 /28/02 <br />ITEM NO: `� A <br />Department Approval: Manager Reviewed: Agenda Section: <br />- � ��i��ib�+' <br />Item Description: Adoption of City of Roseville Sponsorship Policy <br />BACKGROUND <br />Since 1999, the Parks and Recreation staff and the Parks and Recreation Commission <br />have been exploring an expanded sponsorship policy to increase financial support for <br />programs, facilities and services. In November of 2000, the Roseville City Council <br />reviewed the proposal with staff and requested that they revise some aspects of the <br />proposed policy including making it applicable to all departments. Staff has done that <br />and requests the adoption of the policy to move forward in obtaining new revenues for <br />the City. The following is a summary of the history and issues pertaining to this policy. <br />History- In the late 1980's, the Council adopted a policy of sponsorship approval as it <br />relates to specific parks and recreation special events and programs such as Rosefest <br />and scoreboards in parks. In 1993, that policy was expanded at the Roseville Skating <br />Center with the addition of the John Rose Minnesota OVAL. (see attached policies) <br />Proposed Policy- The key elements of the revised proposed policy include: <br />• Specific controls for approvals <br />. Component allowing collaboration with other groups such as youth athletic <br />associations allowing revenue sharing between organizations. <br />. Council control of where signage is or is not appropriate <br />. Fairness to sponsors in how they compete for sponsorship opportunities, <br />POLICY OBJECTIVE <br />The proposed policy is consistent with the approved budget goals that the departments <br />work to leverage outside funding sources for the support of the operations of <br />departmental activities. The policy would be implemented with the following criteria: <br />♦ the benefits to the City are equal to or better than benefits to sponsor <br />♦ all proposed conditions would be in writing approved by the City Manager <br />♦ contracts will be reviewed by legal counsel <br />♦ final offer over $5,000 must be approved by City Council <br />FINANCIAL IMPLICATION <br />The proposed policy would positively affect the City of Roseville's budget by obtaining <br />additional funding to offset the property tax liability of the residents. <br />STAFF RECOMMENDATION <br />Based on the significant financial potential, the staff recommends the City Council adopt <br />the proposed sponsorship policy. <br />COUNCIL ACTION REQUESTED <br />Motion adopting the attached sponsor policy. <br />
