E <br />Access to city facilities <br />Objective: A city-wide policy that consistently addresses non-employee access to all <br />secured city facilities does not e�st. <br />Background: This matter comes before the Council as a result of a policy established by <br />the fire department on October 13, 2001 (Roseville Fire Department Standard 102.06: <br />Personnel, Apparatus, and Station Security). A copy of the policy is attached hereto. <br />This policy limits non-employee access to secured fire stations to times when fire <br />department employees are present. The policy provides a degree of administrative <br />oversight to non-employee activities within the fire station facilities and holds employees <br />responsible and accountable for non-employee conduct while in secured fire station <br />facilities. <br />Previous to the implementation of this policy, non-employees (who possess keys to City- <br />owned and operated fire stations) were granted unrestricted access and unrestricted <br />privilege with regard to how they used the facilities. Six former fire department <br />employees, some of which are residents of Roseville and some who are not, wrote letters <br />to the fire chief, taking exception to the tire department's policy. Copies of those letters <br />were also provided to the City Manager and members of Council. <br />In consideration of the development of a policy (or ordinance) by Council to address non- <br />employee access to City facilities, the following issues are presented for discussion: <br />Consider defining, by city-wide policy (or ordinance), which City-owned <br />buildings are to be considered: <br />a. "public" (i.e. facilities that are to be left unlocked and free for public <br />access during working/operating hours) <br />b. "secured" (i. e. facilities that are to be left locked with access granted by a <br />City employee who is present). <br />2. Consider the development of a city-wide policy (or ordinance) that provides fair <br />and equal access, defining the permitted access and usage of "public" and <br />"secured" City facilities. <br />3. Consider a city-wide policy (or ordinance) for access to secured City facilities that <br />ensures, and does not compromise, the safety of City employees <br />4. Consider a city-wide policy (or ordinance) for access to secured City facilities that <br />protects the City's assets. <br />S. Consider a policy (or ordinance) that serves the public good. <br />
