D <br />Beets, Neal <br />From: Schroeder, Greg <br />Sent: Thursday, January 31, 2002 12:37 PM <br />To: Beets, Neal <br />Subject: Employee Communication with Council <br />Neal <br />It 'is important for the city manager to be knowledgeable about what information the Council Members are getting. <br />However, it is also important that the Council members be able to get information from city employees about city business <br />that any resident of Roseville may request in a timely manner. In addition it is not really that pressing that I know what <br />information other Council members are getting. In addition there has to be a line of communication open for employees to <br />talk to Council member's) without the threat of reprisal for two reasons 1) if they have a grievance against the city manager <br />that the Council needs to address and 2) city business can be discussed openly and in a timely manner. <br />Based on the above may I suggest the following: <br />Employeel City Council Communication <br />Mission Statement: <br />The Roseville City Council believes that there must be an open line of communication for employees to talk to <br />and exchange information with council members, without the threat of reprisal,. In this atmosphere we believe <br />that grievances against the city manager can be raised and general city business can be discussed in a timely <br />professional manner. <br />Roseville City employees are free to speak with Roseville City Council members about work related issues so long as they <br />do not violate any State law or lawful order (such as laws relating to grand jury testimony or lawful orders relating to an <br />official investigation). Both the employee and council member will make every effort possible to keep the city manager <br />informed of the conversation and the information transferred. <br />Any employee who wishes to place a grievance against the City manager may bring that grievance directly to any Council <br />member. Any grievance brought to a Council member is to be immediately shared with all Council members for <br />consideration and action. <br />Council members may communicate with and secure information from any City employee about City business that any <br />resident of Roseville may request and obtain. The City manager does not need to be informed of the request prior to <br />providing the information. However, the City employee and/or the Council member will inform the City manager in a timely <br />manner of the information given the Council member and the City manager will determine if it is necessary to be <br />distributed to all Council members. <br />Greg <br />
