4.0 Staff Recommendation <br />4.1 Based upon previous Council priorities, City goals outlined in the Comprehensive Plan, and <br />the approval of the goals and strategies outlined in the Roseville Housing Improvement Plan, <br />staff recommends that the Council set the same top priorities as summarized in section 2.3 <br />with "Housing" as the number one priority use of CDBG and Home Funds for 2002. <br />4.2 The CDBG and Home funds for 2002 are assigned by the County HRA based upon their <br />priorities and the responses from Ramsey County Municipalities. The funds that are <br />assigned to the categories can be shifted based upon the level of requests and applications <br />that are submitted throughout the year.
