REQUEST FOR COUNCIL DISCUSSION and DIRECTION <br />l�ep nt Approval: <br />9L� <br />Item escrintion: <br />1.0 <br />2.0 <br />3.0 <br />Arona/Hamiine Neighborhood Master Plan <br />REQUESTED ACTION <br />DATE: 2/11/02 <br />ITEM NO: � • A. <br />Agenda Section: <br />Reports <br />�2431 <br />l.l After meeting with each Council Member (Pall of 2001 — January 2002) and revising <br />the Arona/Hamline Neighborhood Master Plan, City Staff is requesting approval to <br />move forward with the formal consideration of a Mixed Use Housing Master Plan <br />Concept. <br />GENERAL GOALS <br />The general goals and objectives for the development of the Arona site and surrounding <br />neighborhood include the following. (A full summary of City Council reaction to staff master <br />plan is attached.) <br />2.1 <br />2.2 <br />2.3 <br />2.4 <br />2.5 <br />2.6 <br />2.7 <br />A mix of housing with some green space is desirable for the Arona site with a mix of <br />a11 types of housing and affordability dispersed throughout the neighborhood. <br />The Arona site is a fmanCial asset to the community. <br />The first phase of development will set the stage for the quality and character of future <br />phases. <br />The Master Plan should provide direction and concept for the entire area from Hamline <br />Shopping Center east to the Arona site. <br />The Master Plan must include neighborhood connections, walkable environment and <br />proper access so that traffic impacts are reduced. <br />Public greenspace is important as a neighborhood amenity and should be incorporated <br />into the plan but does not need to be publicly funded and maintained. <br />This is a key area where smart growth concepts may work and should be explored. <br />BACKGROi1ND (also see attached summary) <br />3.1 The 14-acre Arona site is zoned `B-1" (Limited Business) and is designated for "HDR" <br />high density residential for future uses within the Comprehensive Plan. In addition, <br />the Hamline Shopping Center is zoned SC (Shopping Center) and is designated as"B" <br />Business for future uses within the Comprehensive Plan. The owners of Hamline <br />Shopping Center have expressed an interest in the redevelopment of the site as a mix of <br />housing and retail project and are an�ous for the City to complete the master plan <br />process. <br />3.2 City staff worked with city planning representatives from HGA to gain community <br />input into the development of the area.
