Arona-Hamline Neighborhood Master Plan <br />Draft Phased Master Plan & Summary of Land Uses <br />(Draft — Prepared by Cathy Bennett 7/12/0 1, amended 1/5/02) <br />Existing Conditions <br />The Arona-Hamline Neighborhood study area (refer to study area map) consists of a <br />variety of land uses including an aging retail strip center, vacant open space, and older, <br />deteriorating multi-family apartments, all with limited to no connections to each other <br />and the surrounding neighborhoods. <br />The Arona Hamline Neighborhood is part of Roseville Planning District # 3, which <br />includes single-family homes, senior condominiums, multi-family apartments, <br />townhomes, duplexes, three churches and a gas station. The total population in the area <br />is 3,440 which includes 1,764 households with an average age of 41.8 years. Seventy- <br />eight percent of the households are renter occupied. Thirty four percent include only one <br />adult.with only 11% of the households with two adults and children. <br />One portion of the neighborhood is the 6.0 acre Hamline Shopping Center site. This site, <br />purchased by Kraus Anderson Company in the 1980's, has been a struggling strip ma11 <br />for several years since the vacation of a neighborhood grocery store and deli, its main <br />anchor tenant, and increased competition as the retail development grew along Snelling <br />Avenue and Fait-view near Rosedale. In 1999, Hamline Center also lost its last anchor <br />tenant, Snyder Drug Store. The Kraus management was willing to keep the Snyder at <br />little to no rent but Snyders felt that the store could no longer stay profitable in that <br />location. Both of the grocery and drug store spaces remain vacant today and contribute in <br />large part to its 50 percent vacancy rate. Management continues to actively search for <br />tenants for the space. In addition, they have made attempt to restructure the tenant mix <br />by adding educational entities.
