Summary of Arona/Hamline Neighborhood Master Plan Components
Discussion with Roseville City Council Members 8 Mayor
Source: Community Development Staff February 5, 2002
1. What is important for the planning area and specifically the Arona site?
♦ Agreement that the Arona site reuse is/was a prudent investment for the
City and possibly the Community Center
♦ A key component in the success of the master plan must include the
redevelopment of Hamline Center, perhaps a separate private sector
phase of development.
♦ The City (and its staff and resources) should concentrate on the Arona
development.
♦ Input from the neighborhood is important.
♦ A diverse mix of housing and affordability units should be disbursed
throughout planning area.
♦ Affordable senior housing should be a component with a mix of different
housing types.
♦ Profit generated from the sale of the property should go toward community
center or be paid back to community development housing fund.
♦ Developer incentives or subsidies should not be necessary as the property
is very valuable with limited land available in Roseville.
♦ Innovation in uses and design is acceptable; providing a mix of uses that
can be connected is very important.
2. What are likes and dislikes about proposed concepts so far?
♦ The mix of uses seems to strengthen the neighborhood diversity.
♦ There is some possibility of a trade option; staff should explore it.
♦ The Arona site is an important link to the rest of the neighborhood; there
should be no sale outright without control through a master plan or other
method. i.e. know what the city is getting before selling.
♦ More review of the development proposals with neighborhood should
occur to gain understanding and support.
♦ Connections are important.
♦ More curves in roads make the site more suburban in nature, vistas are
needed, and larger super blocks are not.
♦ Public spaces should include some green area near to or accessible to
properties along Centennial and Judith.
♦ The detailed design and use must be market driven; selected and
promoted by the developer.
♦ Provide a mix of townhomes (especially one level) and apartments
