REQUEST FOR CITY COUNCIL ACTION <br />DaTE: 03/04/02 <br />ITEM NO: IV. B <br />Agenda Section: <br />LAND USE <br />Request by ASI and VSI Constructi�on for approval of a preliminary plat, rezoning, <br />and Concept Development Plan for a mixed use planned unit development in the S.E. <br />corner of Lexington Ave. at Roselawn Ave. (PF3224). <br />1.0 PROJECT REVIEW: <br />1.1 AS1 (Accessible Space Inc.) and VSI Construction propose a 17,9 11 square foot (gross building size) <br />two-story office building for medical/dental and other general office use in the northwest portion of the <br />site; and a 23,900 square foot (gross building size) three story, 22 unit apartment complex far the <br />physically handicapped in the northeast portion of the site. <br />1.2 After approval of a concept Planned Unit Development (PUD) plan and preliminary plat, the properry <br />would be rezoned (first reading) from B- 1, Limited Business District, B-2, Limited Retail District, and <br />B-3, General Business District to PUD with an underlying zoning of B- 1, Limited Business and R-3 <br />General Residence District. A Comprehensive Plan amendment (March 6, 2002 Planning Commission <br />hearing) to clarify land use is also necessary. <br />1.3 Project Review History: <br />. Sketch Plan reviewed by Planning Commission on January 2, 2002. <br />. Neighborhood meeting January, 2002 <br />. Application submitted on January 24, 2002. <br />. Determined complete on January 24, 2002 with 60-day review deadline on March 25, 2002. <br />. Staff Review: approval with conditions — February 6, 2002. <br />. Planning Commission: public hearing and recommended concept approval- February 6, 2002. <br />. City Council Action requested on Prelim. Plat, Rezoning, and Concept PUD — March 4, 2002. <br />2.0 SLJNINIARY OF RECONIN�NDATIONS: <br />2.1 The Roseville Planning Commission on February 6, 2002, held the required public hearing for the <br />ASINSI request and recommended approval (6-O) of the request for preliminary plat, general concept <br />plan, and rezoning to Planned Unit Development (consisting of limited off'ice and apariment uses) with <br />an underlying zoning of B- 1, Limited Business and R-3 General Residence with conditions. <br />2.2 The staff of the City of Roseville recommends approval of the request by Accessible Space <br />Incorporated and VSI Construction, with conditions. <br />3.0 SUGGESTED ACTION: <br />3.1 By motion, approve of the request by AS1 and VSI Construction for preliminary plat, <br />general concept plan (planned unit development), and rezoning to Planned Unit <br />Development with an underlying zoning of B-1, Limited Business and R-3 General <br />Residence, with conditions. <br />PF3224 — RCA Accessible Space Concept Plan 030402 Page 1 <br />
