4.0 PROJECT SPECIFICS: <br />4.6 The joint development proposals by AS1 and VSI Construction seek to redevelop the four- <br />parcel 71,648 square foot (1.65 acre) former Kath gas station and upholstery shop sites into a <br />two parcel mixed use development consisting of a professional office on one lot and supportive <br />housing on the second lot. <br />4.7 Accessible Space Inc has received $360,000 from Ramsey County, $160,000 from the <br />Minnesota Housing Finance Agency, and a Federal Housing and Urban Development mortgage <br />for the purchase and development of the site and the supportive housing complex. <br />4.8 Professional Office Complex: <br />A. The proposed offices are in an"L" shaped configuration on the northwest corner of <br />proposed Lot 1 and run in south and east direction. The office structure is proposed as a <br />four to eight unit office condominium with such uses as a dentist, orthodontist, <br />ophthalmologist, accountant, attorney, and other professional office uses. The intent is <br />to market the local office space to professional service uses needing 3,000 to 4,000 <br />square feet of office space. <br />B. Because a new subdivision of land is required, the County is requiring an additional 15 <br />feet (appro�mate) of right of way dedication along Le�ngton and Roselawn Avenues. <br />The office structure would set back 26 feet from the back of the curb along Le�ngton <br />Avenue or one foot off the newly established (street right-of-way to be dedicated) <br />property line. This proposal allows for a lo-foot separation from the curb to the <br />proposed six-foot wide sidewalk and a 10 foot green area from the sidewalk to the <br />office structure. The sidewalk setback distance is exactly the same as that of Suburban <br />Hardware and Cryogenic Laboratory, the two building sites located directly to the <br />north. The setback along Roselawn Avenue would be approximately 27 feet from the <br />edge of pavement or 10 feet from the newly established (street right-of-way to be <br />dedicated) property line. This proposal allows a five foot green area between the road <br />surface and the eight-foot wide pathway and an approximate 14-1/2 foot separation <br />from the edge of path to the office structure. The office building is angled towards the <br />intersection and the parking lot, and includes an inset-building jog at each end (south <br />and east). The angled area of the office building becomes the central entry corridor that <br />has a two-story foyer with windows at both ends and a stairwell and elevator on <br />opposite sides of the Le�ngton Avenue entry. <br />C. Three stairwells and one elevator provide employees and clients general and emergency <br />access to and from the office building. The structure also proposes a single restroom <br />for each floor. <br />D. The office building is proposed with rock-faced block around its perimeter, changing to <br />brick for the remainder of the first floor and the balance being masonry lap siding.
